Works great OOTB on Proton 9-04
Only issue of note is the startup cinematic doesn't work but that doesn't feel like a signficant issue.
Flawless OOTB
Asks to install C++ Runtime automatically, requires a yes to interact with it but otherwise works fine
Just goes to white after loading. Animated loading screen works, see the menu for half a second then it goes white. No tinkering tried to get it to work

You only need to set the force vulkan launch arg, the sdl_videodriver arg isn't needed. Native without forcing vulkan has a few commonly occuring UI graphical glitches.
Runs "perfectly" out of the box - At least as "perfect" as Cities: Skylines II can run...
Had occasional stutters and LOD Issues, but believe those are game bugs rather than caused by running in Proton
Borked on Proton 9 and Experimental, boots (with crashes) on older versions
GE Proton has same issues. Proton 7 and 8 the game boots successfully but crashes after 30-45 seconds past loading in - 100% reproduceable for both issues.
On screen keyboard requires manual invocation.
Opening one type of menu just didn't open (applied the background but nothing rendered) - unsure if this is because of steamdeck
Game is AWFUL but in the honour of testing out the weird and wonderful titles for their linux support I can confirm this runs. So you don't have to.
Mouse not staying in the fullscreen window makes game almost impossible to play
Originally opened spread across all three monitors, flipped it to fullscreen and adjusted res from auto to 1080p to fix.
Sometimes mouse kept escaping out of the window causing spinning and loss of focus on click
Didn't try any other alternatives other than native
Tried via steam deck, worked quite well. Controls take time to get used to - not sure you will win many fights against KBAM players though.
Most text in the game is a little small, especially the chat window
Slight lag issues in port towns. Not tried Umbral or big mega concrete bases yet
No online issues spotted. Voice chat worked just fine.
Game worked very well for a linux edition, espicially with Vivox. Controls were the biggest problem, but overall it seemed fairly stable. Frame rate lag attributable to hardware rather than linux I believe.
About half the time the game doesn't launch properly. I think this is to do with steam cloud syncing and the auto load of save. Quitting and reopening the game works perfectly though.
Some in game control icons do not match steam deck controls (For example left and right bumpers are flipped from in game icons).
You will also need to use the touchscreen for any mouse input.
As long as you remember to use touchscreen for mouse input and remember the controls (as in game icons don't match), it works fine.
No Linux-exclusive bugs, decent experience
There's the same issues as present on windows also present on linux. Multiplayer and anticheat works fine.
Works okay with a little bit of lag
Random hitching, once every minute or so FPS dropped down to 30 and back up to 60
Smooth experience. Controls aren't quite as well designed for joystick as the sequel, Mini Motorways, but fine other than that.

You can't use mod support without a launch argument
If you want mods, as others said just use the launch arguments for proton drive
No additional bugs on Linux, works same as windows
A few minor graphical and optimisation issues but windows has those two, so for proton purposes it's "flawless".
Works great
With DLSS enabled moving objects (like butterflies) caused ghosting. Unsure if this is linux specific.
Hosted a multiplayer game too which worked fine

It thinks you are on a controller sometimes and gives hints like "Press A to do thing", but othertimes it shows mouse input
I've not tried windows to know if the same issues are present on that experience vs the proton runetime experience.

Based on reports of it working on Steam Deck, I tried to emulate a steamdeck as best as I could but no luck.
Crashes after about a minute after you go from the launcher
I didn't believe that it ran on steam deck but not PC, so I dusted off my PC and I can confirm - it does actually get past the launcher on steam deck and into gameplay. However it crashes 1 minute after loading into gameplay every time.
Occasional stutters but not gameplay impacting (2 noticed in the duration of a match)
Windows has the day 1 game ready drivers which haven't been released to linux yet by Nvidia
Native version didn't work, nor did proton 9.02 or Proton Experimental. Works flawlessly on GE Proton.
The menu text was fine, but in game text was very blurred/pixelly. Not sure the font supported the steamdecks resolution.
Flawless OOTB
Didn't test mic input or save game but no reason to believe they don't work. It even works well with popping out multiple windows and full screening and windowing them when needed.
The file picker window for saving exports doesn't work and is uncloseable without opening steam OS menu to close
Built in screenshot button also do not work
Borked on proton 9, experimental and GE Proton
They stopped supporting linux and mac for the last few patches, which means you are unable to play online with other players
