I solved the problem by installing the game where i previously installed No Man Sky.

Download the latest VC++ Visual Studio runtime from the MS site. Then, in the Heroic game launcher for the game, go into settings, scroll down, and click on the "RUN EXE ON PREFIX" button. Navigate to where you downloaded the VC++ Installer.exe and run it. The game runs perfectly after that.
