Before starting the game i needed to enable the Beta Client on settings, restart steam and in the installation folder rename AoK.exe to Launcher.exe (Delete the original Launcher.exe before doing that), after that the game was able to start normally, but without these fixes and workarounds it either didn't launch or was stuck 'validating subscription'.
PTBR: Antes de iniciar o jogo foi necessário habilitar o cliente beta nas configurções, depois que reiniciar a steam, vá no local da instalação e renomeie o AoK.exe para Launcher.exe (Apague o Launcher.exe original antes de fazer isso), após fazer isso o jogo conseguiu iniciar e deu pra jogar sem nenhum problema, antes disso ele não iniciava ou ficava preso numa tela de 'validação de mods'
If not for the frequently stuttering on some interactions and the audio going on and off, the game would be way more enjoyable to play.
Sometimes the music and some sound effects simply would stop reproducing their respective sounds, coming back to normal after a couple of seconds.
The shooting audio bug happens with more frequency, and only when enemies shoot you, this bug doesn't happened with the turrets, and so far i wasn't able to fix this issue.
The game stutters everytime you interact with some specific objects (like plasmids and stores), when you hack turrets or safes and when you save the game. I wasn't able to find exactly why this happens and so far i wasn't able to fix the issue or diminish the frequency.
The issues with the stutter and the render time can be fixed by typing this on launch options: PROTON_NO_D3D11=1 PROTON_NO_ESYNC=1 %command%
The audio goes out of sync most of the time when you are fighting enemies, so this only happens when enemies shoot at you.
Sometimes the scene would need a minute or so to render correctly, and the textures would loook muddy.
The game stutters when you: save the game, interact with stores and sometimes when you enter a new area.
Even with those fixes the game crashed a few times and i found no solution to the audio sync bug.
It's highly recommend that you turn off 'force global lighting', since that can increase the render time.
I'm leaving the game as enjoyable experience only because the audio bug wasn't frequent as before i applied the fixes, but be aware that they still might happen, my guess it's that it takes some time playing the game for the audio to sync correctly.
Only after changing files names and configurations in order to subside the graphical glitchs and response time.
The UHD Pack brough some graphical issues, such as render delay and when you enter a new game's area the game becomes unresponsive for a couple of seconds, you have to wait until it renders the area around to proceed otherwise the game will crash.
The game crashes when the player tries to do anything while the game is still rendering, putting the graphics on medium and deactivating some effects such as (vsync, anisotropic filtering), and decrease the distance render improves the response time, making it less likely to the game to crash.
For the game to be able to start correctly it was necessary to rename two files located on "/home/username/.local/share/Steam/steamapps/common/BorderlandsPreSequel/Binaries/Win32/", the files are: Launcher.exe and BorderlandsPreSequel.exe.
You have to rename Launcher.exe to Launcher.exe.bak, then rename BorderlandsPreSequel to Launcher.exe, the game now will start correctly.
At the time of this report i didn't added any proton options, the game it's running without any outside configurations (like editing the .ini files), except for the ones in-game
The game requires a lot of tweaks and extra configurations to work, uninstalling the UHD pack is highly recommended.
I transferred my save from the Linux version to the proton version and in a certain part of the game (the Helios station), the save got 'stuck' and all the progress after this part the game wasn't saved, so i couldn't either save or progress on the game.
I have no idea of caused this bug on the save, but i advise to not transfer the save from linux to proton.

It's highly advisable that you uninstall the Ultra HD Pack, to avoid this issues and to improve the game's performance.

Something that it's worth saying it's that i didn't used any launch options, i came back to test the game and to update my previous report, not many changes since then, but it was worth to make the test result more precise.
The game runs very well, the intro cutscene has no video and audio and the grass is not rendered right (sometimes it renders, others don't), the game stutters a little but nothing that it's going to bother or compromise the game's performance, other than that the game runs perfectly well.
Everything so far worked perfectly, just a warning: when you are prompted to select a render, select '3D Rendering' instead of 'Software', the game will run smooth just like it was native.

I'm updating this report because of a bug that happened after 2 hours of gameplay, when the mouse was starting to lag, but it was the only bug encountered and here's the solution: I fixed that issue by opening the config file at : "/.steam/steam/compdata/38410/pfx/drive_c/users/steamuser/Application Data/Fallout2/677556b5b09c9470a35e2dc3aa800011/f2_res.ini", and under [INPUT], changing ALT_MOUSE_INPUT=0 to ALT_MOUSE_INPUT=1
Just rename falloutwHR.exe to FalloutLauncher.exe in the game's directory and it will runs perfectly, +10 hours so far and no crashes or bugs of any kind.
The game install with no issues, the loading time is faster and the performance is very good. before disabling esync the game had some crashes when you enter/leave some places and during loadings as well, but after disabling both esync and d3d11 the game is running flawlessly without any crashes so far, right now it's perfect but need these tweaks to work fine.
The game runs well enough, the performance is good and the loading is very fast, but after some time it will randomly crash when you enter/leave internal areas of the game, then you need to disable both Esync and DX_11, so in startup options you'll type: PROTON_NO_ESYNC=1 %COMMAND%
and PROTON_NO_D3D11=1 %COMMAND%
. after that the game will runs with no crashs and freezing screen bugs, and i even run the game at 60fps with no issues.
side-note: I updated my report after seeing the fixes to the crashes, and it's been working flawlessly.

The issue with the menu is quite easy to fix, you just need to go to ~.steam/steam/steamapps/common/RESIDENT EVIL REVELATIONS 2/nativePCNext/movie/ui/" an d rename the file extension to .mov, now the menu will be visible and working. But about the game: it keeps stuttering and even the mouse movement is very sluggish, i tried to deactivate esync and everything was on low, but the stutter was heavy, at the moment i have no idea how to fix this

The game doesn't initialize on fullscreen mode, by default the game comes on windowed mode and you need to manually change the option on the configuration menu.
I don't have a gamepad so i didn't have how to test how well it works with one.

Another thing it's that the game always lagged when exiting the game, so far i don't know why this happens or how to stop it.

O jogo roda perfeitamente e sem necessidade de ajustes, só uma coisa aconteceu que foi o mouse ficar 'piscando' na tela mas não é constante e nem me incomodou muito, o aspect ratio do jogo é baixa (4:3), eu não tentei instalar o mod que conserta alguns bugs e permite rodar o jogo em widescreen, mas se alguém se interessar deixo aqui o link: https://www.ttlg.com/forums/showthread.php?t=138607
