This ran perfectly at a locked 50fps. You need to force the Linux port for good performance and multi-player.
Properties > Compat > Steam Linux Runtime
For some reason at this time the devs seem to have this set to run with Proton by default on the deck, which breaks the multi-player and gets poor performance. Recommend capping the frame or refresh rate at 50.
Using an older proton version seems to circumvent the crash issue, and it works perfectly as far as I've been able to discern.
Unfortunately this is bordering unplayable on nvidia GPUs and perhaps the worst experience gaming on Linux for several years.

Noticibly worse performance compared to Windows
Crashes quite frequently, some regions worse than others. Became unplayable in the badlands and forced me to set up a Windows partition. I was writing the crashing off on the game being unstable, but I experienced much better frames and no crashing on Windows.
This game requires a lot of tweaking to get to run nicely and that's not an issue exclusive to Proton.
Using Wine D3D seemed to boost my frame rate by ~10fps but was not necessary to run the game
Game crashed sometimes, but inconclusive if this is exclusive to playing on Linux.
Native version does not work at all, proton experimental works, but crashed when changing maps. Latest GE seems to work perfectly.
Had to delete my prefix /steamapps/compatdata/218230/ after running without proton GE. Once ingame, ran flawlessly.
I have found that forcing proton is more stable and performant than native with a large number of mods.
Worked perfectly out of the box. I experienced some stutter when transitioning to the cyberspace sequences, but this did not impact gameplay. Can't say if that has anything to do with proton as performance complaints seem to be common among all players.
It takes some configuration which isn't incredibly complicated but users completely new to Linux might struggle with it
The native port is flawed, particularly on higher res. Running with proton takes a bit of configuration but runs perfectly. You don't seem to be able to start an multiplayer session, but you can join one. You can either play multiplayer by running a linux server or just joining a friend who is running the game on a native platform.
This game ran BETTER for me on Proton 5.0-5 than it does running naively on Windows. ~30fps more average
Game supports borderless window which negated the problem entirely
Game ran out of the box ok with latest Proton GE. Adding dotnet40 and xna40 did not have any noticeable impact on slowdowns.
Game only works in fullscreen. In windowed mode, edge scrolling does not work properly and will have mouse control issues. When Alt-Tabbing, the mouse is restricted to the primary monitor. After returning to the game from Alt-Tabbing, it will occasionally break the mouse controls, not allowing any clicking in the game and will require the game to be restarted.
Slowdowns occur at seemingly random intervals. Especially when mousing over and highlighting items.
