Limiting FPS is not required to fix physics
This game has physics related bugs that I used to workaround by either limiting FPS to 60, or setting my monitor's refresh rate to 60hz. This would come with other performance issues beyond just the lower framerate. I found a proper fix that involves adding 2 lines to the ini file, now the game is fully playable at high framerate.

Open /home/user/.local/share/Steam/steamapps/compatdata/72850/pfx/drive_c/users/steamuser/Documents/My Games/Skyrim.ini
Add this line to the [Display] section (no quotes): "iPresentInterval=0"
Add this line to the bottom of the file in a new section called [HAVOK], depending on your refresh rate: fMaxTime=0.0166 (for 60hz), fMaxTime=0.0133 (for 75hz), fMaxTime=0.0083 (for 120hz), fMaxTime=0.0069 (for 144hz), fMaxTime=0.0060 (for 165hz), fMaxTime=0.0041 (for 240hz)
Even after the fix I had some stutters in the open world that I solved by setting Distant Object Detail from Ultra to High.

See the last few tests/reports for information.
See winetricks tweaks.
Slower response time than native Linux. Increase mouse speed in-game.

Using winetricks to fix missing dialog in the game
Some dialog is also missing
With winetricks you need to run this command inside of the skyrim wine prefix folder, to find the skyrim wine prefix, go to the SteamLibrary folder on the drive where you have the game, then go inside of the compatdata folder and find the 72850 folder and then the pfx folder, copy the location to the pfx folder and then run this command. (And also make sure to enable the subtitle options inside of the display settings once you start playing the game) WINEPREFIX=Location/to/pfx/folder winetricks --force xact
Works out of the box. Havent tried any mods.

DXVK_FRAME_RATE=60 %command%
I had missing music and dialog. Hat tip to Lysander and Warren in the comments below, their method fixed the issue - Thanks!
- Install winetricks
- From CLI, browse to the steam "compatdata" sub-folder and then go into the sub-folder (72850) for Skyrim
- execute "WINEPREFIX=$PWD/pfx winetricks --force xact" [without quotes]
Missing music and dialog Audio fix:
Install winetricks
From CLI, browse to the steam "compatdata" sub-folder and then go into the sub-folder (72850) for Skyrim
execute "WINEPREFIX=$PWD/pfx winetricks --force xact" [without quotes]
Slight studdering at a few points in the intro. Adding the launch option "DXVK_FRAME_RATE=60 %command%" seemed to fix it

The voice acting is really important in this game. I don't think many gamers would play this with the character voices missing.
I can't hear any of the characters speaking. Other than that, the audio is fine - I can hear background noises and music just fine.
Voices missing

Skyrim works pretty well, but you'll probably have to skip the launcher because it is broken
You probably will need to rename launcher executable (SkyrimLauncher.exe) and rename game executable (TESV.exe) to SkyrimLauncher.exe because launcher is broken

little crackly, voices missing (fixed by GE9-15).
missing a few objects (gaurdian stones mainly)
little laggy almost sticky keys type of lag
this is running on a linux OS chromebook, that could be part of some of the issues, specifically the input lag. Game will not launch using GE9-16, however GE9-15 works quite well
Voices didn't work, but Proton GE fixed that.
Mods, SKSE, launcher exe replaced by skse exe
When alt+tabbing back from and into the game, I was experiencing screan tearing and slight performance drops. It sometimes fixed itself back when alt+tabbing again, other times I had to restart the game.
Minor issues with water audio, not sure if this is Linux related, or simply Todd Howard's blessing.

Nejsou potřeba žádné úpravy. Funguje perfektně

DXVK_FRAME_RATE=60 %command%
It's using Fullscreen, but you have to Alt-tab to the window after it launches
Some frame hits during intense Particles like Fire
Without the Command line option the game will spazz out of control. Especially during the start scene on the Wagon

DXVK_FRAME_RATE=60 %command%
Audio fix:
- If you haven't already, install winetricks.
- cd into steam's "compatdata" directory (By default it should be in "/.steam/steam/steamapps").
- cd into the "72850" directory (72850 is the app ID for The Elder Scrolls V: Skyrim)
- Execute "WINEPREFIX=$PWD/pfx winetricks --force xact"
- Enjoy the game (Thank you, Lysander, for the fix!)
Physics bug (Can be seen in game intro). Fixed by limiting frame rate using launch option.

using mods from steam workshop + skse + proton experimental. game needs a moment after pressing play from its own launcher(not steam)

Anniversary edition works fine, OLED deck allows play for ~3h from battery charge. Run smoothly.
Opening a screen keyboard and close after make game crash

Rien à faire pour le jeu de base. Pour le modding, faut bidouiller, mais y a des tutos très précis pour çà et ça fonctionne parfaitement.
SKSE pour le modding

Works Great!
Launched on Proton 9 without any issues

I limited the TDP to 6W in handheld mode at 1280x800 and limited the FPS to 45 - I got almost 4 hours of continuous gaming on battery! In docked mode at a resolution of 1920x1080, you can limit FPS to 60 and play without TDP limitation
The game runs well through Proton. By the way, I play Skyrim with a huge number of installed modifications, and even with them there are no problems (except for in-game bugs. Well, this is Skyrim! =) )

Smooth gameplay no issues during an 8hr session

The game runs perfect out of the box and Mods works just fine like it does on Windows

Plays perfectly. Most mods work too, including the Steam build of SKSE once the file name change fix is applied (see SKSE ProtonDB page).
Deck's FPS cap set to 45 (OLED model) and dropped the graphics preset from Ultra to High, which helped alleviate some stuttering.
Occasional stuttering in random locations and some FPS drops below 60 when using the Ultra preset.

60 fps lock
Touch screen for first menu screen

Having monitor refresh rate at 144Hz introduced physics bugs that made it impossible to even get past the intro sequence. Setting the refresh rate to 60Hz fixed said issues.

Install the xact_64 dependency otherwise audio doesn't fully work
Game crashes on startup with fullscreen, set windowed borderless from launcher

After recent update (steam) game crashed before getting to world map
Tested with all possible proton versions, 8.0.3 also doesn't work. Several tweaks in graphics setting had been made, no change - game unplayable right now

Borked since recent spat of Steam updates.
Used to be able to run by deleting game files after a Steam update and forcing Steam to repopulate, no it no longer runs at all. I had 100's of hours prior to these recent issues. It's been about a month since it last played well.

Playable, but unsatisfying
occasional abrupt stuttering
NPCs often don't move as they should, don't run/attack when PC comes near

gamemoderun MANGOHUD=1 %command%
Starts up and runs perfectly. Ran on big picture mode 3400x1440p @ 60Hz resolution no problem. Dualsense controller working fine. Using Wayland

If you don't care about having black borders on ultrawide monitor, enjoy it
The game has no support for ultrawide screens.
Sadly, I can't play this game until Bethesda decides to support ultrawide aspect ratio.
Stuttering/high frametimes
The launcher doesn't allow you to use controller input to start your game, so you have to use the touch screen in that one screen only. The game itself runs impressively well with crisp looking graphics.
Thanks to Warren for the missing music/NPC dialogue fix. Works great otherwise on this hardware.

set framerate &refresh rate to 40fps for a smooth battery saving experience
The game seems to crash upon start up menu as it shows for a second before closing
This is likely an issue with DWM as it works fine on my other system running a more tradional Desktop Environment.
Works!
No problems.
