I had made several attempts to launch the game. It finally is working, may not need to tinker anymore... but I don't know.

This game is running great on Linux with Proton 7.0.
This game could use better controller support but it is from 2003.

I tolerated the stutter for testing purposes
been a while since i ran manjaro, it's a stock install, so things like increasing the file access limit has not been done. I was having stuttering issues, turning shadows off alleviated it notably, but it was still iffy. barring performance, i saw no signs of any issues, and as stated, that could be a dumb config mistake, or esync...
ran through the training, and did a bit of level 1 after exploring the ship... but the stutter was nasty

You have to remove the *.con files from the "/steamapps/common/Unreal II The Awakening/Music/" folder in order for the game to run.

As stated below, deleted the *.con files in the music folder to allow the game to start.
Sometimes textures would be missing or models would disappear.
Some inside areas with lots of enemies have some lag spikes.
Crashes, a lot. Use the quicksave feature often. Like every other room.
Delete all .con files from the Music folder.

The main menu starts fine but it crashes when starting a new game!

The game runs and I get to the main menu, but it crashes when starting a game.

As others said, the game installs, and appears to start, but choosing New Game from the main menu resulted in an immediate crash.
