You can natively run the game using the re3 version of gta 3 from archive.org, install the normal steam version then copy and overwrite all the files from the linux build of re3 into your gta 3 steam folder and rename the re3 file to gta3.exe, steam will natively launch it.
You can turn the tdp down to 3 and the gpu clock all the way down to 200 and still maintain a locked 60fps
Besides being native the re3 version has proper controller support, 16:10 widescreen support and other bug fixes/quality of life stuff

set right trackpad as mouse left click so it's easier to use ui
set gui scaling factor to 1.50 under advanced/interface in the openmw launcher to make the text/ui more comfortable
Install protonup-qt from the discover store in desktop mode, then luxtorpeda within it, then go back to gaming mode and under settings/compatiblity for morrowind set the compatiblity tool to luxtorpeda. This will allow you to use the openmw engine to play morrowind which is a open source linux version with better performance, graphic options, and native controller support that works on steam deck

The northernui away version retains the vanilla ui
Once you do that initial setup with the controller settings and those two tweaks it's a really good experience on steam deck

I reccomend installing the game on your windows pc, doing the tweaks, and copying the files over to your steam deck install
For proper controller support, start the game with the steam input keyboard and mouse setting, exit and go into the game's options, click on "xbox 360 controller for windows", then go back into your steam input settings and set it back to gamepad, you should have proper native support then, also do the tweak from earlier to make it behave more like the console versions

Set right track pad to left mouse click, then go to options in game and click on "Use Xbox 360 Controller for Windows" to enable native controller support
Go to game options then video and set aspect ratio to 16:10 to make the game display properly, it's set to 4:3 by default
I had an opposite experience of previous reports where attempting to skip the intros caused the game to crash but letting them play would work. As a workaround I replaced all the intro movies with a blank wmv from https://community.pcgamingwiki.com/files/file/1244-empty-wmv-file/
Just make sure you rename and replace them correctly or the game will crash without em.
