Launch Flags:Disable Esync
Add "PROTON_NO_ESYNC=1 %command%" as a launch option in Steam. Open up the config when Steam prompts you to. Set it to fullscreen. It will then launch with the Tecmo logo. Press a button on your controller to get to the game menu.

I had to change the launch options to PROTON_USE_WINED3D11=1 %command% so that I can have a true fullscreen up and running. Outside of that every aspect of the game works without issue.

The game works but the audio cuts out during story mode after the first QTE. Games would have an occasional slow down when a new X-RAY was loaded into the game but after it's use it would not occur again.
