Both esync and fsync must be disabled or the game will sometimes freeze on loading.
My settings also make the game pixel perfect. The internal resolution of the game is 1280x768 so with gamescope it's possible to make force that resolution. Without gamescope the best resolution is 1280x800 but it will look blurry. Don't forget to set the resolution to 1280x768 if you choose to start with gamescope.

Sometimes starts with black screen
Runs very will with the default Proton 9.x. Videos play with sound. To run in pixel perfect display the resolution must be set to 1280x768 with gamescope. Modern LCD monitors use bilinear filtering in lower resolutions, so even if the resolution is set to 1280x768 inside the game, and in the desktop environment, it won't look good.
The default at this time was Proton 8. Also tried with Proton 9.0 (Beta). Didn't experience the lag spikes I had on Windows 10.

game seems to open in some sort of phantom window (term i just made up) on my right monitor on Hyprland, this can be temporarily fixed simply by dragging it (Meta/Super + LMB by default) anywhere else, or enabling tiling (Meta/Super + F by default), to permanently fix it simply change the game settings to launch in windowed mode, depending on your desktop environment there may be options to change it to be full screen after it starts up if really need full screen
Game seems to fully work, videos now have audio but its delayed by about 1 second
Videos now on standard Proton but the audio drags by about 1 second. ProtonGE has no audio on videos at all.
Cutscene audio can be fixed by using GE proton and disabling the gstreamer audio converter.

Almost everything works correctly, except some videos don't play.
When resolution is changed the screen will be cropped, but restarting the game fixes the problem.
Some story mode videos don't play at all, while others do work. Not sure what the pattern is, but this is related to gstreamer, specifically to the libav plugin, since the videos are in wmav2/wmv3 codec. With GE all videos work, but have no sound. It is still possible to watch the videos outside the game.
I believe eventually the gstreamer issues will be fixed, but from my experience this takes quite a bit of Wine and Gstreamer technical knowledge, so simple attempts with settings don't usually work.
Seems to work perfectly with proton experimental. Played through arcade mode with no issues at all.
I tried multiple versions of Proton, but never made it past the ASW logo.

I tried Proton 7.0-6, Experimental and GE 7-43, the latest version I have downloaded. I also tried a couple of launch options that others have suggested, and even tried changing my resolution in case that was causing problems that others have mentioned. Nothing worked.
Borked
Crashes right away after showing Arc System Works logo. This also happens in every game except Cross Tag Battle under this Proton version. I used Proton 7.0-5 Flatpak community build.
Runs out of the box, but the intro movie seems to be borked on all versions of Proton.
Even on other Proton versions where the opening movie played, the audio was missing from it.
Intro movie does not display, probably needs media foundation codex
6.14-GE-2 GloriousEggroll
The game has tendency to get stuck to loading screens. Loading animation plays, but loading doesn't seem to progress. Happened 3 times during 2 hours of gameplay. I'd guess the chance is close to 1/5.
With 6.14-GE-2 opening animations play and game is playable
Worked fine out of the box and is absolutely playable.
Fully animated videos didn't work, however arcade cutscenes, the visual novel aspect and of course the actual gameplay was absolutly fine. Matchmaking Multiplayer doesn't work anymore, however that is due to a bug with the steam cloud and is also an issue with the windows version. You can get around that by using steam remote play with friends.

Not sure about online play. Looked functional, but could not find any games. Maybe not being played any more, given its age.

A few video resolutions behaved oddly, but the most common modes ran fine.
Steam Controller works perfectly without any settings changed.
5.8-GE-2-MF GloriousEggroll
In full screen mode the resolution doesn't scale well. The problem probably mostly fixes itself if you have a 1080p or lower native resolution screen, but it's unplayable on 4K. It's okay in window mode.
The only Proton version that made the game run for me was 5.8-GE-2-MF with anything else it just crashed. If your screen is set to 1080p resolution you should be able to play the game with little difficulty. In full screen mode however it scales very badly. I used two starting parameters:

Without this the game starts with black screen and won't work. However it will only show the upper-left corner of the game like this:

All this did was to show tho lower-left corner instead, but alowed me to set the in-game resolution:

This problem persists until you reach your (native) screen resolution. For a test I set my screen in the OS to 1080p then set the resolution in-game to the same and it displayed with no issue. Other then this window mode is an option, but then you are limited to 720p. The WINE_FULLSCREEN_INTEGER_SCALING parameter doesn't help, it just adds a black frame around the problem:
