Went into game's INI filed to turn off Depth of Field for increased performance.
Game has a launch window that you need to navigate using mouse control.
Disabling Depth of Field gives a noticable increase to performance. In my experince so far it can run at a mostly stable 40fps with very few 1-2 frame drops when setting the Steam Deck to run at 40hz. Current version of Proton Experimental is needed for FMVs to have audio. GE as of the time of writing does not have audio working.
Power Tools
Slowdowns in Kowloon
There is some slowdown in Kowloon in some spots. Disabling SMT in power tools seems to fix this and it will run at a steady 60 fps with minor drops during battle transitions. Playing on SteamOS 3.5 and latest proton as of posting. No longer have to worry about fullscreen issue.
Need to use a previous version of proton to be able to get past the videos at the start. Video works in Proton Experimental but can't proceed past it. Tried with GE Proton and video causing the start up issue still doesn't play.
Game seems to run perfectly now using GE 30. Played for over 8 hours so far with not a single crash.
Need to use previous GE Proton version to be able to skip the opening movies. Afterwards, game appears to run fine with no issues from what I've played.
