Worked perfectly after using the netdot40 fix
Some crackling during startup, but seems to be at random.
At the level of playablity it is at after tinkering, it is a much more enjoyable experience. I think that it needs significant optimization.

As others have done, I used Nexus Mods to install Reframework and update the Direct Storage version.
Before any modifications, there would be a large black box in the opening sequence. It seemed that after updating Direct Storage, this was fixed.
In order to escape from the window, I have to activate Steam Overlay. I'm on Hyprland, which may have caused this issue.
Before VKD3D_DISABLE_EXTENSIONS=VK_NV_low_latency2 there would be significant frame timing issues. It did not entirely get rid of them, so I had to cap the framerate to 30-45 FPS and use Frame gen.
Not Showing Launcher at All
Even with the launch options that others have used, no launcher shows up.
Sometimes bullet time camera was stuttering.
Using PROTON_NO_ESYNC=1 WINEDLLOVERRIDES="xaudio2_7=n,b" PULSE_LATENCY_MSEC=90 %command% was the fix.
I had originally tried playing this game with a much older graphics card that didn't support vulkan, so I added PROTON_USE_WINED3D=1, but that ran slow in general and also had a red color cast over everything.
