Adding the launch argument mentioned seems to fix the graphical issues, it was suggested by a mod in this thread: https://forums.developer.nvidia.com/t/graphical-regression-in-elite-dangerous/247010/7 but it would help if Nvidia implements an actual fix for this.

set the config file to GRB_vulkan.exe in /SteamLibrary/steamapps/common/Ghost Recon Breakpoint/BattlEye/BELauncher.ini or wherever you have the game installed.
Resoluton settings are unavailable so the game is forced to run at 1280x720. If you are on KDE (As I am using Kubuntu) this can be remedied by changing the game to windowed mode and pressing Alt+F3, click more actions and check fullscreen.
While running this game has some issues even after tweaks, the game performs well at least on my hardware with the exception of some screen tearing. Try to force fullscreen if your desktop environment supports that.
FPS Drops down to 30 from 60. Was fixed by lowering Car Reflections to Planar (Low Detail).
-dx11
There is some performance issues, but can be alleviated with the -dx11 launch argument.
Runs fine on Proton Experimental, minor issues in regards to performance but nothing serious. Just make sure you have Proton EAC Runtime.
EAC is working after the latest update which fixed the Steam Deck from being unable to load the game.
