Before using Proton-GE, I had to use Proton Experimental to login in Origin. After that I switched back to Proton GE, and now I can start the game. Make sure to mark "keep connected" when logging in Origin, otherwise the problem will persist.
There is a 5-10 seconds fps drops at the beginning of every game, but other than that, there is no issues
It runs perfectly out of the box. If you are looking for a good racing/drift game, I would highly recommend this one.
In order to fix the flashlight bug, here a some of the resources that I used to make it work:

Basically, you need to fix the opengl32.dll
in the game's folder (steamapps/common/Cry of Fear/)
I tried and it works perfectly :D.

Here are the steps that you need to make:
Delete the
opengl32.dll
in the game's folder.(steamapps/common/Cry of Fear/) and instead place the opengp32.dll.Substitute the
hw.dll
(in the same folder as before)Substitute de
client.dll
(in steamapps/common/Cry of Fear/cryoffear/cl_dlls)
With that, the flashlight bug will be fixed.
Now that Linux support is dead, the proton version is the only option to play multiplayer, and it its working fine
The Native version works just fine, please do not use proton to run this game.
There was a very strange bug where everything was zoomed in so I could not even get past the menu screen, when I switched to the Native version, everything it's fine.
Proton-6.9-GE-2 helped me play the game with no problem(no crashes, and now I can finally open the configuration screen inside the game).

Experienced the entire game with no problems
Note: If you had any problems with the game crashing, be sure that you have installed the correct version of steam, using the correct lib32 that directly supports your graphics card. I have an Nvidia card, but because I installed the wrong version (lib32-amdvlk) the game was crashing on launch, and most of my games suffered from stutters. After I reinstalled steam with lib32-nvidia-utils, it fixed the issue
You can still enjoy the game, you just have to pass the crashes that happens occasionally

First I installed "xact" just like the previous reports

Then, I used winecfg, to install the xact .dll into the wineprefix
To be more precise, I installed the libraries
xactengine2.0 to xactengine3.7 and xaudio2.0 to xaudio2.7
To finalize, I copied all the .dll files from the game folder, and move to the 'system32' folder in my wineprefix
Still, the game still crashes sometimes, but you can still play nevertheless.
Just remember to save the game frequently.

In my previous report, the game still crashes, but you could play it just by saving frequently. Now I played the game fully, without any bugs or crashes.
To solve this issue, I used

In the Steam's launcher options of the game

Just like my previous report, install xact using:
protontricks 1293820 xact
Then.. using winecfg, install all the required dlls.
- xactengine (2_0 -> 3_7)
- xapofx (1_1 -> 1_5)
- xaudio (2_0 -> 2_7)
- x3daudio (1_0 -> 1_7)
Now just hit play.
Obs: I honestly don't know what changed between my Manjaro and my Arch that caused so much trouble.. but I hope that with these reports, you can find a variation of my solutions to find a way to install the game in whatever distro you may be using.
