I have Proton Experimental Set to be the Default for everygame so it might just be Proton Experimental.

The game installed and launched, but as soon as I attempted to start a new game, it crashed.
Game is locked to 30 fps. So I locked fps to 30 and kept FSR on at 5.
Keep at window mode for video stability in general.
Game will not save in newer version of proton. Using 6.3-8 will make it work.
Once set to Proton 6. 3-8, the overall game will run perfectly with saves working. However, there is the issue with how the pre-rendered videos are playing. With no tinkering, both logo videos will work. OP video will play but stutter a lot. In game cutscene will not render and leave the test pattern.
Using the same method for various VNs with similar issues, the following can be done: -Set proton version to 6.3-8. Open game at least once before proceeding. -Using protontricks, select the game and open default wineprefix. -Select "Install a windows DLL or component" -Select lavfilters. Go through all steps and select all options and install. No other configurations are needed once install is complete. -Now enter the game folder. Go into Data folder then Movies folder. -Open terminal at this folder. Now we are going to convert all video files to something that can run easier on this version of proton. The command that will be used ffmpeg as shown below:
ffmpeg -i xxx.movie -c:v libx264 -c:a aac xxx.mkv
where xxx is the name of the file in the folder. Repeat this command until all video files are converted. -Finally, move all old .movie files to another folder. Change all files with the .mkv extension to .movie by just renaming it.
Once all steps above are completed, the game will run with almost no problems at all. I did not finish the game yet, so I didn't see if the ending cutscene will run. But all initial videos are now working.
All you need to do to fix the saves issue is just roll back to 6.3-8 and the saves work. That was the only dealbreaker.

Game launches in windowed mode and looks slightly blurrier as a result. Make sure to go into the in-game settings menu and set it to fullscreen.
Regardless of screen mode, the game runs at a 16:9 aspect ratio, causing very minor letterboxing on the Steam Deck's 16:10 screen.
When running Proton 7.0-4, the game cannot save. This can simply be fixed by rolling back to 6.3-8.
Opening cutscene is extremely stuttery, both in video and audio. Pre-rendered cutscene in the Prologue cannot play at all and shows a test pattern instead. The opening cutscene is skippable, and the Prologue cutscene automatically skips after a few seconds.
nekodecky was right; rolling back Proton fixes the saves. Assuming there aren't any more pre-rendered cutscenes--of which seeing them is absolutely critical to your understanding of the plot--this game's perfectly playable and enjoyable. The fact you have to roll back Proton technically means you have to tinker, but as someone who's very new to the Steam Deck and Linux in general, I didn't feel like hitting a settings cog, going into Properties > Compatibility > Force the use of a specific Steam Play compatibility tool > Proton 6.3-8 was really that much of a tinkering job at all. Saves and pre-rendered cutscenes aside, the game itself is playable and runs about as well as I expected.
Default "window" setting is giving pixelated visual. Switching to Fullscreen or Borderless will solve the issue.
• On current Proton, GE or Experimental, the game has a huge save issue: you can save but the game won't recognize your save file so the load option won't appear. Switching to an older Proton version (6.3-8 or 5.13-6) will solve the issue. Note that if you already save with current Proton, the save file will appear with older versions.
• The game is running great and fine. Don't forget to switch to Fullscreen or Borderless to get crisp visual as window mode is pixelated.
• With older Proton, the opening movie will stutter, and with all versions, a movie won't display in the prologue but it seems that's the only real issue here.
• Also, the game is capped at 30fps whatever you will do with the settings. This is not an Deck issue, the game is already working like this on PC. An unofficial 60fps patch was made (check discussions regarding the game on Steam website) and is actually working fine on Steam Deck. Just access from Desktop mode to the game directory and swap the Noire.exe from the patch with the default one.
Nothing happens even I tried to save. It just boots me out of the save menu without saving.
The game seems to run great once you switch it to full screen or borderless mode. But without being able to save its pretty pointless to play on the steam deck.
Being unable to save the game means no significant progress can be made in it.
Button interaction during initial cutscenes caused a multicoloured screen with a small box of static in bottom right corner to appear. Can be skipped. Was unable to recreate this in subsequent cutscenes, may be specific to the one point.
Switching to 'Windowed' caused a noticable drop in image quality.
Game intro video stutters/lags after a few seconds. Can be skipped.
Overall the game is playable, minor problems with cutscenes can be skipped, the major block however is being unable to save your game.
The cut scenes and audio work well. However, the maps, menus and battles sometimes do stutter and the frame rate drops.

IF and Compile Heart intros work. Cannot pass the movie intro, where the game apparently tries to run it but fails.
Minor issues, but game is completely playable.
The new media library in Proton is still WIP, so videos aren't displayed and instead show colourful stripes and a rectangle of static. They can still be skipped, and don't cause any issues functionality wise.

Borked. Wont even run or start. Just crashes. The only neptunia game to do that but it was a terrible port anyway. 30fps cap and other problems so im not surprised it crashes in Linux with proton.
