All you need to do to fix the saves issue is just roll back to 6.3-8 and the saves work. That was the only dealbreaker.
Capped refresh rate to 40 Hz, frame rate to 40 FPS; attempted to set TDP limit but this caused stuttering
Game launches in windowed mode and looks slightly blurrier as a result. Make sure to go into the in-game settings menu and set it to fullscreen.
Regardless of screen mode, the game runs at a 16:9 aspect ratio, causing very minor letterboxing on the Steam Deck's 16:10 screen.
When running Proton 7.0-4, the game cannot save. This can simply be fixed by rolling back to 6.3-8.
Opening cutscene is extremely stuttery, both in video and audio. Pre-rendered cutscene in the Prologue cannot play at all and shows a test pattern instead. The opening cutscene is skippable, and the Prologue cutscene automatically skips after a few seconds.
nekodecky was right; rolling back Proton fixes the saves. Assuming there aren't any more pre-rendered cutscenes--of which seeing them is absolutely critical to your understanding of the plot--this game's perfectly playable and enjoyable. The fact you have to roll back Proton technically means you have to tinker, but as someone who's very new to the Steam Deck and Linux in general, I didn't feel like hitting a settings cog, going into Properties > Compatibility > Force the use of a specific Steam Play compatibility tool > Proton 6.3-8 was really that much of a tinkering job at all. Saves and pre-rendered cutscenes aside, the game itself is playable and runs about as well as I expected.
Minor issues with animated cutscenes, small text, and fullscreen cropping, but overall still a good experience.
Set TDP to 3W and GPU clock speed to 200MHz
Text is a little small and in a handwritten font that doesn't work very well with the Steam Deck's screen.
Game maintains its 16:9 aspect ratio while filling in the screen all the way, causing slight cropping at the edges of the screen. It's not enough to cause issues with gameplay, however.
Animated cutscenes (like the clock hands moving in between certain scenes) do not play and show a white screen instead. Audio still plays, however.
Hopefully someone smarter than me can figure out fixes for the cutscenes and maybe the cropping, but as it is, I think this is just fine. Heck, most people probably wouldn't even notice these issues on their first playthrough if they didn't have a Windows PC to compare against.
While the default controller layout works, I think a custom layout would make the experience just a little better if you're willing to put in the work for it. The game isn't some super intensive action affair though, so it isn't necessary.
