After tweaking the configuration in Lutris and installing video codecs via winetricks the game worked properly.

Use Windowed (Virtual Desktop) option in Lutris to cause game window to behave properly.
Animated video sequences do not play unless Winetricks is used to install video codecs.
Even with ESYNC disabled, game will not run in DX11 or DX9 (with D9VK) mode.
Initial menu to select DX version works, but the game does not launch after that and just crashes.
The base game works perfectly out of the box on current proton with ALVR & Quest 2. Honestly, getting mods installed after was the hard part
Before first launch you need to cp -r ~/.steam/steam/steamapps/common/the\ witcher\ 2/bin/config/* ~/.steam/steam/steamapps/compatdata/20920/pfx/drive_c/users/steamuser/My\ Documents/Witcher\ 2/Config/ or else the game simply crashes on launch. You only need to do this once.
Backgrounds are not displaying properly, only foreground graphics / text windows display properly.
Initial Menu is black, you have to mouse around and guess at what you're hitting.
Limit to 60 fps by making a file called dxvk.conf in the game's directory with the game EXE and adding the line dxgi.syncInterval=1
This prevents stuttering issues.
Sega Arcade Game audio is missing. All other audio is fine.
