Tinker Steps:Set launch options

Overall (online):Excellent
- Used launch options to skip startup videos and remove the default 144 FPS limit (I have a 165 Hz screen).
- Stutters massively out of the box. Easily fixable with the cache files from https://github.com/bcook254/apex-legends-cache
