The game works fine outside of a random flicker every once in a while.
Sometimes the screen flickers, minor but annoying.
I lowered the graphical settings from Ultra to High to get consistent FPS and use less power.
Without this platforming segment, one cannot progress through the game after the first thirty or forty minutes. Maybe in the future it'll work, or someone else can tinker enough to do so. But I tried the latest version of Proton, Experimental, and GE, and they all had the same issue.
The game ran perfectly out of the box.
The game ran great, and even has an in-game framerate limiter that goes as low as 30FPS. Should work nicely with the refresh rate performance setting.
I played through all of Sonic's campaign, and ran into virtually no issues.
I'm shocked that this game isn't at least rated Playable.

Got about an hour in, though the game is only a couple hours long. Couldn't finish the game due to in-game difficulty.
The autosave/cloudsave does not work, but normal manual saves work.
I was able to get the settings to near max and kept a locked 30FPS the whole time. You really can't get a good 60FPS out of this game on Steam Deck. I may try to see how well the game runs at 40FPS in the future.
Sometimes when you wake the system up from sleep mode, the audio becomes extremely crackly.
The game will sometimes crash when you wake the system up from sleep mode.
If one can't use the sleep mode in this pretty long JRPG without ruining the audio or even just crashing, it's not worth it.
