Using the "New Engine" client from the game's website, the game starts for the first time in a low resolution fullscreen regardless of the settings you give it in the launcher. It runs fine this way, but I did increase the fullscreen resolution to 1080p after the first launch. The settings are properly preserved after running the game for the first time. Previous reports indicate there may be issues with using fullscreen at higher resolutions than 1080p.
I am able to play the game using Bottles with the Soda 9.0-1 runner and DXVK-2.4.1 I needed to use the Windows XP compatiblity mode. I added allfonts as a dependency in Bottles, because previous reports mentioned needing to add certain fonts.

Game does not launch at all.
I would recommend removing the "gold" status from this game. It does not launch under any version of Proton, not even GE. Needs fixed ASAP, I will not install a Windows VM just to play Anarchy Online.
protontricks d3dcompiler_47 corefonts fontfix ie6 WINEARCH=win32
I refused to install Windows or Wine on my Steam Deck. So I tried to find a way by using the offical Protontricks repo that can be found in the Discovery AppStore on the SteamDeck in Desktop Mode.
Then I added this Anarchy Online - Properties - Lanch Options:
protontricks d3dcompiler_47 corefonts fontfix ie6 WINEARCH=win32
This worked!
Only requirement is to use winecfg to set the OS version to "Windows XP"
In fullscreen mode if the game loses focus, or if a windowed game is moved to another display, the game will crash
After a minor tweak and with a few rough bits, it plays just fine
I also have not been able to get the game to run at a resolution greater than 2560x1440

As you may know, you can play Anarchy Online on Linux in Wine. This means you can also play it on the new Steam Deck, but the installation process requires a few extra steps. This guide I linked will detail all the steps necessary to install and run Anarchy Online.
Some professions have a ton of perks, and at first it may seem daunting figuring out a way to make them all usable with a much limited set of buttons. An intuitive way is to bind rows of perks all to just a few buttons using the in game F10 menu, then mapping those buttons to the Steam Deck. This has been common practice for some time already as is, and goes a long way toward reducing the number of buttons that you need to press!
Remember that the game lets you bind most actions to the hot bars. You might be able to use this to your advantage when creating your input profile. I found radial menus in Touch Release mode on the trackpads are fantastic using actions on the hotbars.
For those who are less adventurous, once you have done the first 6 steps above, you might opt to try PlayOnLinux instead to get AO running on your Steam Deck. You could even add it to your Steam library as well, in theory, but I have yet to test this method.
If the game appears muted, despite sound being enabled in the F10 menu, then return to desktop mode and make sure that the game was not muted in the sound panel by mistake!
Be sure to bind a key to the on screen keyboard! It will be hard to chat without it, unless you want to keep a keyboard attached.
during the initial loading screen after logging in, the game has seemed to freeze if the window loses focus, but otherwise seems to work 100
installed corefonts d3dx9_43 d3dcompiler_43 with protontricks set OS version to Windows XP via winecfg
game works as expected as long as resolution is set to 1920x1080 or below
not sure if all of the protontricks items i've installed are required or if simply changing the OS to Windows XP would be enough
I tried a few things but not success in Desktop Mode or Steam UI mode

Doesn't launch
Installing components Jenshae mentioned didn't help. I think that guide is obsolete.
Same as Windows the odd random "link dead" from the server. You could enjoy this trip into the past of deeper MMORPG gaming.
~$ WINEPREFIX=/home/user/.steam/steam/steamapps/compatdata/396280/pfx winetricks corefonts directx9 ie6 fontfix d3dx9_43 d3dcompiler_43 ~$ steam steam://rungameid/396280
I can not get the game to display at 1440p, I have to make it a 1080p window.

Loaded a Froob (freebie) account, configured my UI, and ran around a few of the zones. Works as expected on a native environment or maybe even slightly better than expected. To get it working however, you have to use some winetricks. Assuming you are using the default steam directory for your games, this bash command should be all you need: WINEPREFIX=~/.local/share/Steam/steamapps/compatdata/396280/pfx winetricks corefonts directx9 ie6 fontfix
Game won't even launch with proton.

Installed wine-stable from repository, followed https://steamcommunity.com/app/221410/discussions/0/1734336452578488603/?ctp=2 to set version to WinXP, game started without further issues.

game don't launch :-(

I had to set the Windows version to WIndows XP with winecfg, after that the game runs as it should, I don't forsee any issues after this, the game has run on wine for years.
