As others have correctly reported, the mfc42 DLL is required, along with a DLL override, so as to use the bundled DirectDraw wrapper.

Upgraded the bundled dgVoodoo and set "ScalingMode = centered_ar" and "Resolution = max_isf" in dgVoodoo.conf for perfect integer scaling of 640x480 to 1280x960 at 1080p.
It would be trivial for Valve to make this work out of the box and they ought to.

The game does not work out of the box, you need to set the Steam launch option "
WINEDLLOVERRIDES="ddraw.dll=n,b" %command%" and install mfc42 using protontricks.
Example on how to install mfc42 using flatpak protontricks:
flatpak install flathub com.github.Matoking.protontricks
flatpak override --user --filesystem=/mnt/MySSD/SteamLibrary com.github.Matoking.protontricks
flatpak run com.github.Matoking.protontricks --no-bwrap 281860 -f -q mfc42

I did what other reports did and used Protontricks to install mfc42.dll.
I have Logitech F310, which has a switch that allows it to use either XInput or DirectInput. The game detects neither.

Just install mfc42.dll via protontricks and have the launch options: WINEDLLOVERRIDES="ddraw.dll=n,b" %command%

I used protontricks to install mfc42.dll. Without this step, the game crashes on startup.
Without installing both mfc42.dll via protontricks and overriding ddraw.dll to use the version the game comes with (instead of the version that comes with Proton), the game will crash immediately.
When launching either the game or the configuration tool, steam client says game is running but nothing happens.
Nothing happens when trying to launch the game or the configuration tool, tried different Proton launch options without success.
It failed to start at first but but started working after a reinstall. Runs smoothly with maxed-out settings. Both bot games and online multiplayer work.
The screen refresh rate is locked at 60Hz even with a high refresh rate monitor.
