Game mostly held 90fps but dipped down to 70, set to 60 for smoothness.

With default Proton, there is some mild visual corruption during cutscenes. GE-Proton 7-33 fixes this, and the game plays perfectly.
The bottom part of the launcher window is partially cut off, but you can still touch the visible portion of the "Play" button to proceed (the default settings are all appropriate for Steam Deck).
Settings/start up menu requires touch screen to hit 'Play' even if you have mouse + left click set to a trackpad
Speech audio is quiet compared to the other sources; had to turn Steam Deck all the way up and turn down every other source down by 1 or 2
Screen tearing during animated cutscenes

Then you need a fresh protontricks:

sudo mv protontricks /usr/bin/protontricks
Then you need set "windows xp" mode to profile:
protontricks 21010 winxp
Then install "dotnet20":
protontricks 21010 dotnet20
After that game runs nice. Performance is not very good.
