Used 40Hz refresh and 40fps limiter.
Keeps to 40 fps most of the time, dips occasionally under 30. Doesn't hurt gameplay though. Text is readable and controls work out of the box.

Install mfc140 via winetricks
For GoG version, use Heroic, switch to Wine-GE-Proton7-42 and use winetricks to install mfc140 library. Works fine then.

Had to install vcredist64.exe
Runs very well on Steam Deck through Heroic Games Launcher - had to install vcredist, but then the game started and worked with no further tweaks and runs smoothly at 40fps limit (and does 60fps at medium detail as well).
