I tried using the winetricks command mentioned in previous reports, and I even found and downloaded pidgen.dll and mfc42.dll and placed them in the /.local/share/Steam/steamapps/compatdata/105450/pfx/drive_c/windows/system32/ folder. I still get the PID generator not found error.
After installing, I ran the game. When the CD key box came up, I cancelled it and exited the game. Then I ran the command mentioned below. For those of you who use the fish shell like I do, the command needs to look like this: 'env WINEPREFIX=/home/"your_username_here"/.steam/steam/steamapps/compatdata/105450/pfx/ winetricks d3dx9 mfc42 winxp l3codecx corefonts'. I use XFCE, so I had to set my panel to auto hide, then the game works perfectly--sound and all.
I tried disabling D3D11, but the game would hang while attempting to launch, and it never did. I was forced to close and exit Steam to get it to quit. I then decided to try using Wine D3D11 and the game launched fine. It's a little slow on my integrated graphics, but it runs just fine with no other problems observed so far.
I tried pasting xlive.dll, making the adjustments to FALLOUT.INI, editing the registry as mentioned in the ProtonDB bug report on GitHub, and renaming Fallout3.exe. I get as far as choosing to start a new game, then it crashes.
When I run it with no tweaks, the best it will do is a black screen with the opening menu sound. I tried disabling Esync, disabling D3d11, using Wine D3d11, and disabling D3d10. I still got the same result. I even tried opening a terminal in the game's install folder and running the game with wine on the command line, and that didn't work at all.
The game runs right out of the box. The sound is a tad crackly, and the frame rates are bad on my integrated graphics, but it works.

The game runs, but with the problems mentioned in the previous bronze report. The game is not really playable on my system.
Just like the post below, all I had to do was copy msvcirt.dll into my game folder. You can download it from lots of places. the 32 bit version worked fine. The game works great on integrated graphics.
