Runs like Windows
I tested it on both my laptop and desktop. My laptop is also on Fedora 39 but has an nvidia gpu w/ the official driver. It runs great on both using both my keyboard and dualshock controller. I think this and P5 Tactica are the only Atlus titles that didn't need GE-Proton to run out of the box
Audio is missing during opening cutscene and other cutscenes
Small amounts of lag, but may be due to delay based netcode
Without GE-Proton7-10 and later, there were massive graphical errors and significant lag. It runs great offline, with only minor issues online. To note, other games do have missing audio in cutscenes like Persona 5 strikers.
Launches...
Just like most others, it will launch and install. It will not get further than a black screen.

Missing voice and sound effect audio during animated cutscenes, music audio does play during these though.
Sprite textures shown during rendered cutscene preceeding boss fight in dungeon 6. Cutscene did not play, but was skippable.
Game runs extremely slow in windowed mode. Once in fullscreen, game runs as expected
Lag after loading a new area occasionally
Cutscenes will load now, alowing the game to get past the blank screen. They will be missing some audio. Subtitles are enabled by default, and will allow you to get the story.
Playing with the same version of proton-ge that I used for Persona 4 Golden. Runs as expected. Older versions of proton has some missing texture issues, but those seem to have been fixed. No issues to report.
This game runs just as well as it would on Windows, with no 2D cutscenes missing audio like other ATLUS titles on Proton. No issues in my time playing.
