This is the only combination of settings that eliminates most of the stuttering that I can find.
Tinker Steps:Switch to older version: 7.0-6, Set launch options
DXVK_ASYNC=1 gamemoderun %command% -dx12 -dxlevel 12
Set the FPS cap to 60 as well for a smooth stable experience. I didn't use any shader cache and I was using scx_rusty for the scx scheduler (optimizes CPU usage), the stutters are caused by poor CPU optimization anyway.
