Probably because of Anti-Cheat

I had to disable the Steam Overlay! Then it worked.
I have an issue where I can't get the launcher to start if I run steam without the terminal which is probably some weird issue on my system, but maybe it helps smb.
I deleted my compdata (which deletes your local saves) and renamed in the Module/Native/Videos/ folder the startup videos. But I don't think this will help since only after I disabled the Steam Overlay I was able to get past the initial loading screen.
Important: if it won't start or you have dll errors like binkw32.dll mss32.dll then uninstall both Overlord: Raising Hell (if installed) and Overlord. install then Overlord first. Go to settings and force proton (I used GE but normal one should work) start Overlord. It should boot up and get you to menu screen.
Then install Overlord: Raising Hell and force proton. Start it up and it should also show the menu. Then you can Play Raising Hell.
EAC seems borked
Whether I run it without proton at all or GE or experimental I always get the EAC error: "Failed to get the process' path"
Didn't work for a few days with GE-Proton7-41 a easy anti cheat bug was fixed
