Sometimes crashed when pressing Tab (opening the character overview). Happened with Vulkan, switched to DX11 now (which then ironically gets translated to Vulkan, obviously, but seems to run more stable).
To use DirectX 11, I had to start with the launcher once and select DirectX from there. The flag "--dx11" did not work. After starting with DirectX once, the flag "--skip-launcher" without "--dx11" skips the launcher and starts the game in DX11 mode.

Change "DefaultRenderingBackend" to 2 in launcher preferences.json to force Vulkan (or 1 for DX11, neither worked)
Currently unplayable on Intel Arc iGPU of the Core Ultra series, tried Proton 7, 8, 9 and experimental (GE/non-GE), DX11 vs. Vulkan, a mod to skip intro logos, all to no avail. Works fine on my AMD CPU+GPU desktop.
Can technically go in-game, but severe graphical glitches make it unplayable

Tried multiple Proton versions including GE and experimental, but all versions show severe graphical glitches on Intel Arc iGPU.
It works as expected, at least in the first minutes of gameplay. I'll update my report if problems occur down the line.
GE-Proton is required for all videos to work (so far I think that's only the developer logo at the beginning). Otherwise it should work fine with recent vanilla Proton versions.
Limit to 30 FPS in Steam Deck's settings, change default render scale to 100 % but allow dynamic resolution down to 40 % X axis and 80 % Y axis. Target 33 FPS with the dynamic resolution for a bit of headroom for more consistent frame timings.
Input latency is pretty high even for 30 FPS.
FPS drops to sometimes single digits in cutscenes. Outside of cutscenes it can drop below 30, but it's generally okay.
Works fine without tinkering. GE-Proton allows for opening developer logo video to properly play and mentioned graphics settings improve frame time consistency.
Works out of the box. Has an official layout for Steam Deck which is essentially the default controller layout.
Limit FPS to 30, performance drops below 60 anyway after you place a few tiles.
Artificially blocked
The developer seems to artificially block Wine by detecting its presence.
"The program encountered E111000B at 00001883 during initialization.
Wine, Proton and Steam Deck are not supported by this application!"
