After doing the other fixes mentioned by "anonymous", -ignorepipelinecache, using Glorius Eggroll 6.21 and deleting these sga_vulkan files, I was able to play the game and FIXED ERR_GFX_STATE
Open the Properties menu for RDR2 from the Steam Library window.
(General) Uncheck “Enable the Steam Overlay while in-game” and “Use Desktop Game Theatre while SteamVR is active”.
(Controller) Disable Steam input.

It is playable on Singleplayer and small team games 2v2s and 4v4s. But it's not very enjoyable..
