On Github someone suggested adding "PULSE_LATENCY_MSEC=120 %COMMAND%" (no quotes) to the launch options and now the game plays perfectly!

Had to manually create the YourOnlyMoveIsHUSTLE directory. For me it needed to be located at /Steam/steamapps/compatdata/2212330/pfx/drive_c/users/steamuser/AppData/Roaming/YourOnlyMoveIsHUSTLE
After this, replays would save and work correctly.
