I've followed totobono4's advice, which is likely the post below this, and it all worked flawlessly! Gonna copy and paste here again in case anyone needs it.
Works fine with following : Hawkheart's custom ProtonGE for videos fixes, I followed these instructions (native steam install for Steam Deck). NuGet XAudio2_9 dll for voicelines fixes, followed instructions from this Steam discussion.
The links should be identical, so I just downloaded all the files and got it working.
The launch settings page is a bit annoying, but Steam+RightTrackpad will allow you to use mouse and click launch.

I used the specific custom Proton-GE "Anonymous;Code" by Hawkheart, which is linked to on this GitHub issue page: https://github.com/ValveSoftware/Proton/issues/7083 Note that this custom proton uses libraries that require Vulcan 1.3 support and will crash the game on launch if your video driver setup is too old. I also added the XAudio dll file, but cannot say for certain if it is actually required. I played through the entire game without the CoZ patch.

Requires a custom build of Proton GE for video playback and the Committee of Zero ANONYMOUS;CODE Improvement Patch. The xaudio 2.9 stuff is NOT needed anymore with Version 1.0.1 of the patch! Game works flawlessly now. Both can be found here: https://sonome.dareno.me/projects/ac-patch.html

Requires xaudio 2.9 for functional dialogue audio. Requires a custom install of Proton GE for video playback, courtesy of Hawkheart. These are the custom Proton GE install instructions, the version included above is based on GE-Proton8-25, and it is worth noting the version file in this custom build currently still refers to itself as 8-25 (important for any logging you might want to do). Specific technical details on the creation of this custom GE version can be found here. While there is also a gamefix script aimed at ANONYMOUS;CODE's voice issues, I personally cannot recommend it, as it is unstable / inconsistent, oftentimes outright becoming dysfunctional again after the player uses the game's "skip" function to some extent. The Committee of Zero patch functions perfectly under the Custom GE and xaudio 2.9. It is possible that the patch will be updated in the future to supply xaudio. My testing was done both with and without this patch.

Using the mentioned DLL fixes the crash during the first manga cutscene. The problem with the videos is that AC is a 32bit application and Proton is using a 64bit prefix, which affects gstreamer. Videos could be watched outside of the game with a workaround

Unzip the file xaudio2_9redist.dll from downloaded package. Go to "/build/native/release/bin/x86/" inside the archive and extract the file. Put it in the game folder, then rename it to "XAudio2_9.dll"

Without voices and with crashes it is on the edge of playability, rare gamer will enjoy that.
No voices (both EN and JP), just popping sound at beggining of phrase. Maybe some sound effect too, not sure here.
Unavoidable crashes. The faster I am skipping dialogues the earlier (by dialogues count) crash is happening.
Same problems with proton experimental and proton hotfix.

Game crashes on start with Proton 7.x.x and below, only current major version 8.x.x will start it properly.
