


In order to get this game to run you need to bypass Games for Windows Live. While other users have posted their method of doing this, others still can't seem to get it to work. Other methods wouldn't work for me either, until I tried the follow (so I thought I should also post it here in case it helps someone): What I simply did was REPLACE the Gfwlivesetup35.exe under ".../SteamLibrary/steamapps/common/Resident Evil Operation Raccoon City/support/". I did this by duplicating (i.e. copying & pasting) the vcredist_x86.exe in the same folder and renaming it "Gfwlivesetup35.exe" (I chose that one because it's convenient and obviously already works with the Steam install script). DO THIS BEFORE LAUNCHING THE GAME FOR THE FIRST TIME.
ALSO NOTE, you have to add this XLive.dll in the main game directory as well (the one with RaccoonCity.exe), and this is regardless of whatever bypass method ends up working for you. You can get it from: http://www.mediafire.com/file/1zzmeara8xhldz0/XLive.dll/file
-- WHY DOES THIS WORK? Because the issue is that the install script that runs when you launch the game for the first time tries to install GFWL using that Gfwlivesetup35.exe. You'll notice that the suggestions from other users all involve trying to get around this, by trying to edit the installscript.vdf itself, by tampering with the WINE prefixe's registry in order to make it appear like GFWL was already installed successfully, etc. All these methods seem to be hit and miss though (I'm sure including mine) and work for some users, but not others. I wouldn't be surprised if Steam is simply updating its anti-malware techniques (checking file hashes etc) and that's why some methods stop working over time, but who knows? If you're unable to bypass the GFWL in the initial install script, it will very likely just hang trying to start the game.
Anyway, I hope that bypass method helps someone.

Won't Run - Tried Previous Suggested Tweak Methods
I've tried the report suggestions provided by others but the game simply won't run. I've got the XLive DLL file in the right place, have edited both the installscript and systemreg files, killed wineserver and tried the following Proton versions:
-Experimental
-8.0-3
-7.0-6
-6-3.8
The results vary from the game STILL trying to install GFWL (despite tweaks in both of the mentioned files and having the XLive DLL) to being in a "Playing" state where a window never appears and Steam warns me of data loss when eventually closing it.

Games for Windows Live not supported
I got it working well on the Steam Deck (single-player only) by doing the following:
Set the compatibility layer to Proton 7.0-4.
Launch the game and it will install the DirectX installer, then start to install the Games for Windows Live installer. Quit once it starts installing GFWL and go into the Steam Deck Desktop Mode.
Download the XLive.dll provided from this comment on protondb (https://www.protondb.com/app/209100#BPPDgwj7HF) and move it into the install location at ~/.local/share/Steam/steamapps/common/Resident Evil Operation Raccoon City
Next, you will want to trick the install script to think its dependencies are already installed. Modify the registry file at this location
~/.local/share/Steam/steamapps/compatdata/209100/pfx/system.reg
Look for the entry like this
[Software\Wow6432Node\Valve\Steam\Apps\209100] 1664493303 #time=1d8d459df3b40c "vcredist"=dword:00000001
add the following lines
"directx"=dword:00000001 "live"=dword:00000001
save the file and then go back into Gaming Mode. The game will now launch straight into the executable.
The controller will not be detected. I created a controller layout named "Steam Deck Controller Layout" which maps to the keyboard controls.
Have fun!

Go into Desktop mode, then download the XLive.dll provided by https://www.protondb.com/app/209100#BPPDgwj7HF and copy it into the install directory located at ~/.local/share/Steam/steamapps/common/Resident Evil Operation Raccoon City

I created a controller layout named "Steam Deck Controller Layout" that uses the keyboard bindings. Also I recommend this mod that will change the difficulty curve https://www.moddb.com/mods/orc-kill-everything-edition-the-mod/downloads/orc-kill-everything-edition-the-mod.

Text is a bit jumbled due to the compatibility layer, I recommend turning off subtitles.
Use the community layout I made or one that binds to the keyboard controls.
Put graphical settings to low. Framerate drops a bit during firefights.
GFWL not available therefore no multiplayer.
Look at the provided tinker notes for a good experience.

It doesn't finish the installation and gets stuck on installing script or installing game on windows live. It doesn't matters game or desktop mode never end the installation. Also doesn't matter if any version of gfwl is installed with Protontricks. Several versions of proton was used experimental, default, GE, old ones, new ones, nothing worked. Also was tried using regedit to change DWORDs and changing the windows version with winecfg

I had to use Proton-5.11-GE-3-MF, newer Proton version didn't work for me. Game for Windows Live installation hung, I had to rename Gfwlivesetup35.exe in $HOME/.steam/steam/steamapps/common/Resident\ Evil\ Operation\ Raccoon\ City/support/. But maybe it was just me or bad luck.
As on Windows: Download http://www.mediafire.com/file/1zzmeara8xhldz0/XLive.dll/file to $HOME/.steam/steam//steamapps/common/Resident\ Evil\ Operation\ Raccoon\ City/. Since Games for Windows Live no longer exists the multiplayer can't work.

Games for Windows LIVE does pop up but servers are off so you can't log in and save properly, you can play offline without saving by just skipping GfWL
game does run above 60FPS all the time but starts at 150FPS and then goes to 90, sometimes framerate drops to 65-70 for brief second
game hang on me for couple of seconds on character selection screen before mission.
changed winecfg to win 7
i managed to get it to run by getting xlive.dll http://www.mediafire.com/file/1zzmeara8xhldz0/XLive.dll/file and ending wineserver process with task manager
