Some crackling UI noises. Cutscene audio goes out of sync with the video.
Game runs not more than 30 FPS even on lowest settings (unless in indoor areas).

Laggy input, likely due to very low framerate.
Unplayable framerates, even with FSR at 900p I couldn't get more than ~25 FPS on everything set to the lowest settings.
With or without launch options doesn't matter. Performance is always in unplayable territories. Played this a long time ago on Windows on a much much weaker system with much more FPS. Until a fix comes along I'd consider this game to be borked.
In its current state I'd consider this game to be unplayable and certainly not "Gold" rated.
Having "Reflections" above balanced = hard crash of the driver & entire system as soon as the cutscene starts when starting a world. Trying to adjust settings = permanently degrades performance until you restart the game. Zooming out of the map = Performance drain down to like 10 FPS on max zoom. Game generally seems unstable as hell, as after restarting I tried to run to the brazier thingy outside the starting room and it started to freeze up again, causing the typical driver & system freeze / crash.
Textures in customization don't load until re-selected, hair colors don't load properly until re-selected, customization menu has to be re-entered multiple times or it causes bright glowing graphical glitches, textures often don't load properly or very late leaving you with low resolution textures.
Performance issues cause heavy mouse lag. Sometimes when tabbing the mouse gets stuck in the upper left corner, aim reticule with some weapons completely inaccurate.
Game doesn't properly utilize GPU. Sometimes you can get it until a level change by swapping graphics settings back & forth but performance remains poor on some levels even then.
Tried the various launch options (gamemode, -dx12) without any noticable effect but you can use FSR for some extra performance (not enough for the graphic degradation bug).
Followers & player character often missing body parts, transparency effects cause artifacts, closing menus such as the container transfer menu reloads all assets which causes heavy artifacting coming from the player character. Also managed to break the rendering engine when tabbing out while initiating an airlock - everything was pitch black until I restarted the game.
Game runs at playable framerates and mostly stutter free, but overall FPS could be higher for the given hardware & visual fidelity provided.
Game occasionally crashes, even when saving. More troubling though are the complete system freezes that require a forced restart of the PC.
Asset loading can break, I couldn't complete a quest until I restarted the game and loaded an older save.
The game has quite a few technical flaws but the largest issue by far is the hard locking that freezes the entire system. It can happen at any time, sometimes after just playing for a few minutes to a few hours in between but probably about 2-3 times a day on average.
Game itself runs, but cannot connect with UPlay, which is required.
While I did not have as many issues as some other people, I think the stuttering is still a pretty big deal breaker overall.
Mouse felt laggy when starting and building shaders in the menu. Felt off in the game afterwards but better after a restart.

The stuttering & audio crackle is the biggest issue. Performance was okay, although I believe it could be more optimized too. On 1080p using Ultra settings and Quality FSR I was able to play the intro with Sarah with around 60 to 80 FPS in most situations, dropping into the 40s during the run with all the people and fire around. Right after the intro in Boston it started in the 50s but I want to fix the above issue first before continuing to play & test more.
The last update (1.0.2.0) changed the performance from playable 50-80 FPS with stutter / audio crackling issues down to unplayable 15 FPS.
