Switch Resolution to 800 x 600
Rockstar Launcher was causing conflicts, I found if I change the resolution to 800x600 in Lutris it will load vulkan at 800x600 but then it will come back to my normal resolution. This somehow pass Rockstart Launcher bug and the game is able to play.
