Possibly. But it is noticeably annoying. You really want to have a good responsiveness in this sort of game.

Around 24fps with frequent dips to the 10s on the graphical settings from windows (where it ran at sub-60), lowering them to minimum does achieve around 36fps.

On windowed large section to the top and leaner one to the right are white. this is in expense of the picture that is pushed in the other direction and is not seen fully. The sectiones remain in all resolutions, but their width on screen is constant such that it's worse on lower game resolutions.
Afterwards this problem mysteriously got fixed.
