Ignore the C++ errors on startup. I had to do this three times. After ignoring the errors, it starts and appears to run perfectly. I did not test with a controller.

Cars Toon: Mater's Tall Tales
Using Glorious Eggroll's Proton, with the Media Foundation fixes allows the game to start up and play normally.
