Game disables mods every time it is started, requiring the user to acknowledge the warning about mods potentially breaking gameplay every time in order to re-enable them

Game occasionally crashes so hard that there is no process left for the system to kill, but the window will not close. The only way I've found to fix this is to kill (not quit, command line kill) the Steam client itself, which kills the zombie window along with it.
