Loading the garage or helipad menu makes the game freeze for a second. Then the text and vehicles slowly show up.

Audio is sped up during loading screens and gameplay. However, after tabbing out and back into the game while already loaded solved the issue.Performance:Significant Performance Problems
Settings
Game default was Medium preset 720p. However I tested on Ultra preset 1080p for apples-to-apples Windows comparison (where Ultra runs smoothly).
Cons
Slight freezes were noticed. This is mainly noticeable while flying or driving a fast vehicle.Loading the garage or helipad menu makes the game freeze for a second. Then the text and vehicles slowly show up.
Some textures look blurry such as lightbulbs on traffic lights, and character face models.
Pros
However, comparing to Windows, there were signs with clipping textures that weren't shown and should be. This issue is resolved on Linux, but not on Windows.

Yes, in my case Linux outperformed Windows that had many advantages such as a slight GPU overclock.
On my hardware, the game outperformed Windows fps wise. There were also less frequent stutters (such as when opening an inventory with a lot of items - which would cause a lag spike on Windows, but a less noticeable lag spike on Linux). Also, moving between two locations seems to in a lot quicker on Linux, even if it is using NTFS.
