Tinker Steps:Custom Proton: GE, Set launch options

PROTON_LOG=1 PROTON_USE_WINED3D=1 %command%

Performance:Slight Performance Problems

FPS fluctuation between 28-35 FPS during gameplay
FPS dropped to 16-20 FPS when commentary showed up
I tried several environment variable available for Proton-GE, but nothing fix performance problem

An important note: In my case, PROTON_USE_WINED3D=1 is necessary to fix blank/black screen
