Fullscreen expects 16:9 and layout is slightly broken. Art is stretched proportionally and cropped; sometimes buttons are set to offsets from screen edges, but some buttons are offset from art (eg the map back button) and end up partially or mostly off-screen.
Switch to windowed mode resolution to fix.
