If you tab out while the game is starting, you wont be able to navigate the main menu (where you select Online, GTA+ and Story Mode)
Use "SteamDeck=1" to prevent the launcher from endlessly looping. If you get the notification of "A game is currently running" or similar, just restart Steam and it will work good as new.
