Technically it ran three times, as I got it to run once without using any launch options, but afterwards refused to run, in the same fashion as now. After much tweaking, I eventually got the game to run twice under these launch options, with mediocre performance. Unless it works for you (congratulations), I'd say it's best to stick to the legacy version.
