Changed the Framerate Limit to 40 and Refresh Rate to 40
Can't seem to upload my game save to the cloud using Heroic Launcher.
Set the FPS to 40, graphics to low and FSR to the maximum. It runs and looks great. Using CryoUtilities 2.0 makes it able to run very close to 60 but 40 is great enough.

To improve battery and performance, I capped the FPS to 40 in the Quick Settings menu on the right hand side of the Steam Deck.
Resolution: 1280x800 (60.00000Hz) Graphics Quality: Low Advanced Options> Shadow Quality: Medium Shadow Resolution: Medium
Quick Settings: Frame rate cap: 40fps FSR ON with sharpness on 5
77% battery now and estimated battery life is 1h 53m.
Runs pretty well, haven't tested big areas with multiple zombies but will update if any issues show up.
