You have to log in with Uplay, once it's done though you don't need to do it again
Used the following settings to get mostly locked 40fps:
- Aspect ratio: 16:10
- Resolution: 1200 X 800
- Resolution modifier: 100% (you can drop this to 90 to get a properly stable 40fps)
- AA: Medium
- Shadows: V low
- Environment details: High
- Texture detail: Medium
- Tessellation/Terrain/Clutter/Fog/Water/SSR: High
- Volumetric clouds: Off
- Character texture detail: High
- Character: High
- Ambient Occlusion: High
- Depth of Field: On
The only dips I've seen have been when going very fast on a boat. If you drop the modifier to 90% then they disappear too.

The default resolution meant occasionally some text could cut off the end of the screen, I just knocked it down to the next lowest option and that seemed to fix it without any negative impact on the visuals.
