Game would not launch without renaming SpeechSynthesisWrapper.dll.
Without tinkering the game wouyld launch. Right-click on the game > Manage > Browse Local Files > Pentiment_Data > Plugins > x86_64 ==> rename 'SpeechSynthesisWrapper.dll'. Launch and enjoy the game.
