Would not recommend the out of the box experience despite being sold as playable, but the dll fix makes it good.
Fullscreen adds additional black bars but stays within the 16:9 aspect ratio, causing the game to be stretched horizontally. Borderless works fine but no 16:10 resolutions are supported.
Default settings runs at 16-17 fps in the main menu and I wouldn't consider it playable. Low settings still has significant slowdowns.
The fix is the same as the first Ryza, this will double your fps and remove most of the stuttering: https://github.com/doitsujin/atelier-sync-fix/
15-25 fps with default settings despite compatibility being "playable". Minimum settings reaches 40-50 fps however it's very ugly without AA. Turning it on means the game won't sustain 30 fps.
Considering the graphics I did not expect it to run this poorly. Does not deserve Playable verification, considering the default graphics configuration is supposed to perform well. Looks very ugly without AA which tanks performance.
Only the intro audio doesn't play.
Default configuration runs surprisingly bad given "playable" status, 15-25 fps. 40-50fps is reachable with lowest settings.
Not good enough with default configuration.
Update from my previous report: Download https://github.com/doitsujin/atelier-sync-fix/ and extract the dll in the game directory next to the .exe to fix the performance issues. Goes from 15-25 fps on default settings to 60fps on medium/high (turned off bloom, depth of field, medium shadows) so I can now reccommend it with this fix.
Set refresh rate to 30, the game can't run stable 40.
Very poor performance out of the box (19fps on the main menu, drops lower in game) by default. As always https://github.com/doitsujin/atelier-sync-fix/ helps a ton, same deal as Ryza, Ryza 2 etc. and potentially other KT games.
With fix and a mix of medium/high settings 30fps stable is possible.
Maybe 40 with lower graphics settings but I think this for this type of game I'd rather have the slightly better graphics.
It still has some inexplicable drops below 30 when pressing jump while in town but combat is smooth.
Loading new area can get stuck sometimes, not sure if caused by the fix or just the game itself.

Change these two lines: Browser 1 and BrowserType 1
You need to edit the config (see steps above) for the launcher to work
Doesn't launch out of the box (launcher hangs on blank screen). Make sure to launch it once and then force close before doing the other steps so it creates the necessary files though. This is for Square Enix accounts, installed using the trial version through Steam. If it asks for a product key also change the config line StartupCompleted to 1 to skip that.
