Stuttering with V-Sync / Borderless Windowed or multiple-second input lag without. Pick your poison.

Performance:Significant Performance Problems
Lots of stuttering, even with settings set to the lowest. I suspected V-Sync was the problem, and turned it off. However, without Borderless Windowed / V-Sync, the game develops a case of "Massive Input lag", averaging about 6 seconds for each input to register, some even dropped entirely.

All audio is near inaudible, no matter which settings I change. This may be because I’m using PulseEffects’ Limiter filter (-10 dB), though this is the first time anything like this has occured.
