Still completely Borked :'(
I've tried Proton 9.0-2, GE9-1, Experimental and Hotfix, none work. It seems like this game is going to still be borked 4 years after the first report until someone with more technical know how can come up with some sort of fix.
Just install a VM and do it that way or get a windows partition (puke). I hope someone does come along and tries to fix it, but honestly I don't think anyone cares at all about this game. I haven't tried Lutris or Bottles, but genuinely, I don't think either will work.
Installs, launches, intro animation for a second or two, then a permanent lock up.

I've tried using Lutris to run the Ubisoft Connect version of Watch Dogs, but it started installing Steam (I already have Steam), so I cancelled out of it.
I attempted a few different fixes that were listed here, however after trying basically all of them, they seem outdated. I saw that on SteamDB that the game was updated about 27 days ago, so it's possible that the update broke it.
I don't really know what's breaking it, so I can't provide any insight, just that it's not working for me whatsoever.
