State of War works fine with these settings. On the other hand the State of War: Warmonger crashes before main menu shows up... so for it to work Steam Overlay must be disabled.

Although using the latest Proton 5.0-7 the game seemed to load to the game menu and menu music started to play, I was presented with just a black screen and a stuck mouse pointer. I also tried as someone mentioned changing Steam Overlay and SteamVR active settings, that did not have any impact on behaviour of the game.
