Opening manual does not work in-game, instead go to steamapps/common/A-Tourism/A-Tourism_Data/StreamingAssets/html-document/webdocs to find the files and open them in a web browser

I had to switch from Proton Experimental to Proton 6.3-8, but that's probably my fault rather than Proton's, if we're being honest about it. I haven't played an incredible amount of time, so I can't really list crashes, bugs, etc. But it installed, played, could input company name, build tracks and place trains.
