Runs fine. No problems so far!
Just one stutter every time I've entered a new area. Not sure how normal it is for games running via Proton or WINE in general, tbh.
I only played up to the part you get into a brawl at the bar, but I haven't had any issues yet outside of one stutter or two when entering a new area, and I've seen games that stutter a lot worse than this one does looks at every NRS fighter that Injustice 2 and after, and the game hasn't crashed or anything.
I noticed that all of the reports for this game so far are from the demo from several months back, and a majority of them are using Manjaro. I just wanted to chime in and say that the full game, for myself anyways, works fine with no tweaks of any kind required, and that you could use any of the base versions of Proton without having to go and DL a GloriousEggroll build to get things working! ^_^
Can't get into a fight, crashes when selecting a character now.
I tried disabling DX11 and ESYNC, I tried running it without, and the damn thing doesn't simply work. If only some CHAD ALPHA MALES wouldn't just use IDA Pro or Ghidra to just break the source code down, open source it, add in rollback netcode, and absolutely DESTROY SNK's abandoning of this game by choosing to support 2002UM over it as opposed to alongside it, then maybe this one would be getting more reports that EXPOSE how poorly KOF98 UM runs right now on Linux. Otherwise, just get Fightcade and play online with others. Its a damn shame people haven't just added in the characters from this version into the OG Neo-Geo version, as that's really the only thing that's missing from the OG that really matters.

In-game cursor freaks out when the game window isn't in focus. Not major, but a little annoying. Other than that, it works perfectly!

Yeah, compared to the other KOF games on Steam, this one requires a little bit more tinkering...but not a whole lot to get it working compared to something like anything that's still listed as Borked on here. If you have a high refresh rate monitor, you're gonna want to add "-r" (without quotes) to get it to not play at turbo speed.
If you want to not have any graphical glitches and the increased chance of a crash, then Proton 4.11-4.13 is the Proton variant you want to specify for compatibility. It might not play the intro/cutscene videos, but you can look all those up on YT afterwards if you want, and that's assuming you're playing the singleplayer for the story, something that I only do once with any FG myself, personally.
All of this should apply to the Steam Deck, btw. I haven't personally used the device yet (ordered it after I had to go to work on the day the reservations opened, hence I gotta wait until July-September to get mine), but for Steam Deck users who are curious, these are the settings you want to use to get this game working with no problem if the Steam Deck lets you try a game out like it does on standard desktops and laptops.
